NDA Sankalp Patra 2025: As Bihar prepares for its important assembly elections, the National Democratic Alliance (NDA) has unveiled its election manifesto “Sankalp Patra”. It contains significant pledges on employment, development of infrastructure, empowerment of women and welfare. The manifesto was published on Friday by Bihar Chief Minister Nitish Kumar, along with BJP president JP Nadda, union ministers Jitan Ram Manjhi and Chirag Paswan, and RLM chief Upendra Kushwaha. The Bihar Assembly consists of 243 seats. The elections will take place in two phases on November 6 and November 11, with the vote count on November 14.

It focuses on the scope of commitments made and the large-scale employment promises that could impact the future of Bihar.

Employment & Industry: 1 Crore Jobs Promised

An important promise made by the NDA is to create over 1 crore government and other job opportunities for the youth in Bihar. The NDA said that they would establish Mega Skill Centres in each district. They are also promising to create 10 new industrial parks, and establish factories in every district to provide a boost to industry.

In addition, the manifesto expresses intentions to create 100 MSME parks and about 50,000 cottage industries, together with the creation of defence corridors and semiconductor parks, which marks a significant impetus for industrial and technological expansion.

Women’s Development Initiatives

The Sankalp Patra also affords development by women. The Women Employment Initiative will provide financial assistance up to ₹22 lakh for women’s self-supported female entrepreneurs.

The NDA also aims to convert 1 crore women into Lakhpati Didis,  women who will be self-reliant and earn a steady income. Through the innovative “Mission Crorepati,” selected women entrepreneurs receive mentorship and financial support to grow their business into the unit of crores.

Support for Agriculture & Fisheries

To improve the rural economy of Bihar, the manifesto agrees to increase support for the Kisan Samman Nidhi from ₹6,000 to ₹9,000 a year. In addition, the support for the fisherman will also increase from ₹4,500 to ₹9,000/year.

Furthermore, the NDA also guarantees MSP (Minimum Support Price) for every crop, guaranteeing good prices and income for farmers.

Infrastructure Development: Highways, Railways, and Air Fields

A total investment of ₹9 lakh crore is discussed to improve Bihar’s physical infrastructure over the next five years. The solution involves:

  • Construction of 7 highways
  • Upgrade of 3600 kilometers of railroads
  • Metro rail projects in Patna, Gaya, Purnia and Bhagalpur.
  • Creation of worldwide airports in the major cities

This level of infrastructure expansion may position Bihar as a growing economic hub in Eastern India.

Education & Youth Development

Education is also a foundational aspect of NDA’s platform. Key recommendations include:

  • SC/ST students schools in each division.
  • ₹2000 monthly stipend for SC/ST students in post-secondary education.
  • Lunch and breakfast in schools.
  • ₹5000 crore against enhancing major institutions.
  • FREE high-quality education for individuals from impoverished households from primary to tertiary education.

Additionally, the NDA is committed to establishing Centres of Excellence for Sports in Bihar Sports City and elsewhere in the state, to develop young talent.

Health Care Development

Health care infrastructure will be significantly improved with MD colleges in every district and the establishment of a medical city.

Social Welfare & Upkeep of Culture

In the area of social welfare, the NDA commits:

  • 10 lakh monetary assistance to Scheduled Castes and the extremely marginalized .
  • 50 lakh additional housing.
  • FREE electricity (up to 125 units) to families.
  • Growth in social security benefits.

In terms of culture, the manifesto prioritizes the development of Janaki’s birthplace (Sitamarhi) into a spiritual city, “The Naimisharanya of Bihar.”

From promises of one crore jobs to mega infrastructure projects, the NDA’s ‘Sankalp Patra’ presents an ambitious vision for Bihar’s future. As voting starts on Nov. 6, all eyes will be on how voters will react to these promises, and if the alliance can convert its trending news today into votes.
