The Election Commission of India has launched a third phase of its Special Intensive Revision (SIR) process in 16 states and three Union Territories. It will be affecting roughly 367 million voters through a staggered schedule from May to December 2026. As a result, this has been one of the most extensive processes ever implemented to verify the accuracy of India’s electoral systems. While also receiving considerable coverage in the media (the SIR effort) has received significant media attention recently.

What Will The SIR Exercise Include?

The State Information Registry (the SIR project) contains initiatives aimed at updating all voter lists in India to include only those who meet the eligibility criteria and to remove any duplicates. Anyone who has an address different from what is listed on the voter list, and for all individuals who are not legally allowed to vote under existing laws. The Chief Election Commissioner, Gyanesh Kumar, wants to create a more open and accurate electoral system in order to provide fairness to the electoral process.

As part of this verification, citizens will participate during the SIR verification process by using Enumeration Forms.

What Are The Different Areas Of Controversy Associated With The SIR Project?

The SIR Project has been subject to numerous political and legal disputes regarding its initiation in Bihar. After the November elections in which 2.71 million people were purged from the voting lists in the previous week’s state election in West Bengal.

Opposition political parties and some civic organizations have expressed concern that the SIR process will disenfranchise many citizens. The electoral commission has indicated that this process protects the fair and accurate maintenance of electoral rolls.

Recent news updates about Indian elections and politics have focused on the debate surrounding the current proposal to create new electoral rolls for each constituency across the country.

Phase III Will Include 19 Different States And Union Territories

Phase III will cover 16 states and three union territories. However, Himachal Pradesh, Jammu and Kashmir (J&K) and Ladakh have been excluded from this phase due to ongoing census enumerations and/difficult weather conditions caused by snowfall.

Delhi is another area that will be part of this phase. All work associated with the electoral roll in the national capital will be completed on or by June 30, 2026. The draft electoral roll being published on August 5; and the final electoral roll being published on October 7. Currently there are approximately 14.8 million registered voters in Delhi.

Scheduled Elections In States

As of 2022 local and state governments currently expect there to be election-related activity in states that are scheduled to hold elections for their legislatures in early 2027.

Draft electoral rolls for Punjab will be made available by July 31. Final electoral rolls will be available by October 1, 2022. Draft electoral rolls for Uttarakhand will become available on July 14, and final electoral rolls will become available on September 15; draft electoral rolls for Manipur will become available on July 5, and final electoral rolls will become available on September 6, 2022. Goa has already concluded its drafting of the electoral roll prior to this phase.

Massive Presence of Election Volunteers

To complete the task, more than 394,000 Booth Level Officers (BLOs) will conduct door-to-door survey validations. It is of approximately 367 million voters living in areas participating in this phase.

Additionally, nearly 342,000 Booth Level Agents (BLAs) appointed from political parties will assist to ensure transparency within the process.

Maharashtra leads the way with approximately 97,924 BLOs supporting an electorate of over 98.6 million. While Karnataka follows closely with 59,050 BLOs covering an electorate of more than 55.5 million. Meghalaya remains alone (at this point) in that there are no BLAs identified at this time.

Enhancing Openness For Future Elections

As part of the Election Commission’s efforts to enhance confidence in the validation process. They encouraged all political party representatives to identify Booth Level Agents (BLAs) for all polling locations. This is as the key state elections approach in 2027. With the thought that the SIR exercise will greatly influence future election dynamics across India.
